Part of the reason why the axis were "out of manpower" is because if you'll pay attention to their airforces, germany alone had something like 40,000 airplanes in the sky alone. If they had instead put that into troops, they could've pushed the US no problem. It's less a fault on the country, and moreso a fault of HoI4's AI in these super long fights.
