Cell couldn't absorb 16 because he was entirely machine, 17 and 18 were humans but a lot of their bodies were replaced with cybernetics that made them something other than human. Cell had to absorb 17 and 18 in a different way than everyone else because if he just sucked up their biomass then the parts he needed (the robot parts) wouldn't be dragged in too.

Honestly changing 18's PL to the lower millions is definitely the correct choice. If she had her original Android Saga power level then most of the tension in this early arcs would just disappear. So even if hypothetically Gero already completed her before Z, narratively it's better to just keep her at 3-5m

You could have Goku still go through his original arc but, when he goes to Roshi, he also meets and befriends Goten aka Broly. They can meet Raditz and Vegeta at the World Martial Arts tournament. As for Z, Tarble comes to earth and finds his big brother, Vegeta, and reveal that Goku and Raditz are brothers.

I disagree with your reasoning on why they would check Gero. I feel that Goku just wouldn't want to take the risk in this new situation where he is actually already acquainted with one of the Androids said to destroy the timeline. It's not that he doesn't thirst for the battle, but moreso that is he looking out for his family. That is how I feel that would be better written, if you're up for criticism. The only other thing I'd feel to criticize is the leaps in logic, but not because of the logic, moreso the leap. There are portions where it feels like a jump in story was made without a reasonable explanation as to why it happened. It's true, I can figure out a way Ikari is possible in this story, but it doesn't mean that much was given on its backstory either. Just the fact it was a Great Ape in physical form. That's generally how I feel in a lot of those situations: I agree with the outcome, but there wasn't a lot of build up to it.

Honestly this doesn't make sense for power scaling perspective just because she got awakened during the dragon ball era The reason why the Androids were so strong is because they were cameras documenting and taking DNA samples on the z fighters for years So weaker z fighters means weaker Androids Goku when he was a teen is about the power level of 910 let's be generous here and say that she's about a hundred times stronger than him at that point in the series She should be at 91,000 which makes her stronger than Vegeta by a lot because Vegeta's power level was 18,000 There is no chance in hell that her power level should be anywhere in the millions at all because now you're thinking about the goddamn namek and Frieza part of the saga at that point she'd be well beyond blowing up planets level So this just isn't consistent scaling at all

The power levels of the androids don't make sense since Dr. Gero wasn't able to do his surveillance. They shouldn't be as strong as their future versions. Hopefully, they'll change and possibly get lowered somehow. Also a cyborg wouldn't birth another cyborg it'd be just whatever the race of the cyborg is but normal not half android.
