sorry but your wrong shenron could alway revive multible poeple with one wish or rather return their souls to their bodys thats way they had to store the bodys of thier fallen frieds that were killed by king picolo in og dragonball in some sort of stasis capsules because thair souls could not return to a decayed body the namekian dragon during the freza saga granted 3 wishes but could only revive one person at a time on top of that he also restores the body but only at the location they died at atleast at krillins case after picolo and kami fused and they needed dende to reactivate the earths dragonballs they also upgraded them to also grand 3 wishes but a wish that revies more then one person at a time would cost 2 wishes but earths dragonballs came with another limitation any person could only be brought back to live once if they died a second time game over thats why they did go to namek in the first place in the buu saga the namekians also upgraded their dragonballs to revive multible people at a time with out the extra cost and that also the time everyone forgot that earths dragonballs could only bring someone back once dunno if the same limitation was set for nameks dragonballs but if so it would be more like each set of dragonballs can bring someone back once so one extra life per set of dragon balls but i dont think nameks had that limitation thats why they couldn bring back more then one person at a time
