The reason why Goku never used Kaio-Ken against Goku Black but used it against Zamasu, is because Goku Black can copy something easily. So Goku was smart not using it against him. Goku Black copied Super Saiyan Blue in his own way with training, and copied Instant Transmission with just a glance at it, so that makes Goku smarter then what you think. But Zamasu can't copy anything, and that's probably because he's a quote on quote "God." And doesn't like such mortal techniques.

If he did use it he should go immediately for the kill bump it up to x10 or maybe even x20 if Goku Black doesn't die quickly then it's over he will know how to use it as well after that they can't win unless they fuse.
