I think you’re giving Windu more credit than he deserves here. He just lost his lightsaber hand. He would be fighting at a severe disadvantage even if he was able to find his lightsaber.

Who’s to say that in this scenario he lost his hand. Perhaps anakin blocked his strike and Palpatine pushed him out the window, thus keeping both his hands and rushing to the temple.
