Hiruzen is always a coward in everyone's fanfics. I never understood why people always make hiruzen so weak even though they call him the strongest Shinobi smh

Because the old man forgets while his name is Saratobi he is the hokage. In the council meetings, he lets his advisers call him by his name, not his title seriously.He's got no backbone I know he's old and he's tired but instead of doing what's best for the village he lets the civilians dictate how the military should be run. Don't get me wrong. I love the old character, but yeah, he let people walk over him and then he let them abuse Naruto, even in cannon.
