I don't think cannibalism is classified as a crime, mainly because there are laws around it that make it nearly impossible to get to that point without committing one, but the act itself (I'm pretty sure) isn't really a crime.

the charge of giving a minor alcohol depends on where you are. if we go from US states, it would count, but in most states they have an exception for doing with a parents permission. even when someone is 16 as long as its under supervision, and since rick has the right to be a supervisor, it wouldnt really count

About giving Summer alcohol. the legal drinking age varies from place to place and on a post apocalyptic world i would say that there is no law at all (at least when it comes to drinking age). This actually gives me the bigger question of what laws are we judging him by? Also shouldn't most charges be dropped against him because it happens outside of their area of jurisdiction at a place where differnt laws apply? (I am not a lawyer so i don't know but it just makes sense to me)
