Seeing as I doubt Wilhelm would act like any less of a petulant child, the British public would still be scorned by him. Combined with the German naval race, there is zero chance Britain ever seriously considers an alliance with the Germans. Kaiserboos always come out in force it seems.

If Russia won Crimea War, Alaska wasnt be sealed to USA. Alaska was given to US bcs Empire needed money for Navy, what they dont have bcs of Losing a War. If they Won, that meen they Have a Money and maybe even Jerusalem (Crimea war was bcs of him), but not sure about last one. They dont have a Reasons for Ending Russo-American Trade Company (or Russian America), and don't have any reason for Sealing Alaska.
