The one thing I do dislike about World Tour is that they eliminated an entire team before focusing on other teams and even when they do win a challenge it’s not an elimination round which makes me ask why they even had 3 teams in the first place

I think it's because it was because the writers wanted the other teams to have more development, so they didn't have those teams lose, but instead have team victory lose because team victory was derived of characters they wanted to bring back, but they didn't know what to do with them, so they were voted off in the earlier episodes to make room for more development with teams Amazon and Chris

1- the 3 team dymamic was still fun during the firsts 2/3 of the pre merge, it wasn't really underused since it stayed for a lot of episodes. 2- the purpose from a narrative standpoint, is a to establish Alejandro as a massive threat, by more or less wiping out an entire team with his scheming. 3- from a writting standpoint, all the characters in team victory already had their moments to shine and arcs during S2, so they wanted to make space for the other characters like Noah, Tyler, Heather, Sierra, Alejandro, Cody, and the love triangle characters (Owen making merge instead of Noah was still a mistake though, since as you see, he had nothing to offer here). Besides, all the characters in team victory (minus Ezekiel) were overall strong players (Brigette placing 10th in Island out of 24 eliminations, Harold placing 5th in Action, Leshawna 5th in Island, Lindsay 6th in Action, and DJ 8th in Island), and eliminating all of them in a row in a 2 teams dynamic would be too forced, as there were weaker players in Team Chris, like Tyler, Noah and Owen.
