Part 1 makes a lot of sense. Berrus put more effort into sealing Old Kai because the God of Destruction was leaving it in the Land of the Kai's whom are very powerful. He wouldn't expect much from Earthlings, so OG Goku lifting it is reasonable.

I think that Whis would’ve searched for the strongest saiyan and look at their feat instead of their potential (otherwise he would’ve told beerus about gohan instead of goku because in the cell saga Goku himself stated that gohan has more potential then himself which is why he spent most of his time training gohan to achieve super saiyan).

The unlocked ability all depends on the potential of the person it is used on. Gohan always had far more potential than goku, which is why it was going to take a little more time to complete the ritual on gohan. Plus, then, gohan had a lot more potential as well because he was far stronger than goku when he had the ritual performed on him in this what if. I read that the unlocked potential form can be far stronger than any super saiyan ritual. Also, gohan didn't even have the ritual completed when he fought buu. He got mad and left early. So there's no telling how strong he would have been if he had completed the ritual
