Its obviously a group of bodies that is otherwise meant to be dead, but for whatever reason were instead animated. Your being there quickly remedied the situation when the game realized the error. The fact that there are loot drops on these civilians npc's helps confirm the thought..

I will never forget that set of stairs where npcs would casually walk through a brazier, while getting lit up and screaming, and the fire would eventually go out and they kept walking on. That was the most amazing bug I'd ever found by myself

My favourite was a fenced gate somewhere in the southern parts where a car would come driving from the other side, drive UNDER the gate (dive down under the asphalt) emerge on the other side with metal fragments peeling off from the collision and keep driving as if everything was fine.

at first i thought it was a glitch then i noticed what look like candels dropping around the fire when they died in what seems to be a pentagram shape so this is difintely a easter egg seems the devs didnt think of what to do if the player turned back around too fast though.

i keep seeing the bugs with the game and such and I keep thinking I must have really lucked out me and my buddy, in terms of bugs/glitches I only had one where I had to restart at the beginning of the game because somewhere the game "hung up" on the story so It wouldn't progress, and another where no matter what I did, the npc would call me the most evil guy ever even though I literally did everything non lethal lol, really wanted to blow up that monk. But outside those bugs/glitches I haven't . . . oh wait I did have my destroyed car drive up to me one time, it was frickin hilarious driving around in my destroyed car for a tiny bit lol.

They are meant to die, but the player isnt supposted to see how they die. The dev wanted the player to look away and then later see that all the npcs died, you can see candles appearing around the fire, so its definitely intended. They probably should have used a longer timer for how long the player have to look away to trigger the event.
