I have a fear of horses to. One day I was walking home from school and a horse turned to go down the road I was going down behind me. I was trying to calm myself down while I was shaking and panicking. All I could do was walk since I didn't want to cause a scene telling myself to act normal. Then I made another turn and the horse didn't follow me. It was the biggest relief of my day. When my parents asked how my day was I told them it was fine even though I thought I was going to get killed by a horse and it's rider heading in the same direction as me.

Aqua Foxamations Trust me, if a horse is out on the road with a rider then you can be *nearly* sure it’s safe as the rider is experienced enough to control the horse outside of the stables. But I would still be cautious as I have nearly lost control of my horse at random times too. Just don’t go too close to it ^-^
