A Photocell also called a photoresistor or light-dependent resistor are sensors that allow you to detect light. They convert light into electrical energy by producing a voltage, as in a photovoltaic cell, or uses light to regulate the flow of current, as in a photoconductive cell. Photocells are basically a resistor that changes its resistive value depending on how much light is shining on them.

How do I turn a relay on with the output of photo cell sensor? Please help me?

You will need a photocell amplifier circuit of some type in order to drive the coil of the relay. The photocell may not drive the coil directly because most of them only have a range of resistance that they will swing from off to on. if you have a specific photocell already, you may be able to look up specs at websites like "datasheet 4U" or "datasheetcatalog.com" and many times they will have test circuits you can build your self, ok?

No it uses sunlight to create electricity that powers the light on.
