Unfortunately no :( So if you buy them at the store and don't try to add more money to it, it's pretty off the grid but that means you can only do that for small purchases. The anti-money laundering laws in the United States enacted after 2001 out of fear of terrorists basically requires all financial institutions to identify their customer.

You need to register it to keep adding more money onto it. It does not need a bank account. You spend like any other debit card from the bank, online and in person.

Nope! A prepaid credit card implies you are using credit, which is borrowing from the bank and paying it back later. It's more like a debit card without a checking account.

Usually the merchant / vendor pays transaction fees. The problem with most prepaid debit cards is that they charge YOU per transaction fees. AMEX bluebird and AMEX serve were the only ones that didn’t have per transaction fees and were basically free. But as of this year, based on some of the comments I got, they now charge reload fees.

For purchasing the card, if you buy it at a retail store, the store will charge you $3.95 - $5.95 for the card. Usually if you get it directly from the company online on their site, they give it to you for free and ship it to you. The answer to the reload question is in the other comment.

To buy it in store, no. But to refill it after, yes. You'd have to ask a guardian to buy it as a main account card and then make a sub-account card for the under 18 year old. There was another teenager on here that said his mom was just gonna hand him the main card though.
