I believe Apartheid is defined exactly this way. Only "disrupt" would be replaced with "maintain" when anti-racism reaches its destination. Oh, that's right, it's a journey with no destination. Long live Apartheid. Anti-racism is the new racism. And "no racism" is an impossible dream of such racists as Martin Luther King Jr.
