KeyValut is used to stored secret for Azure AD USER Account?

The short answer is not by default. The key vault is a centralized, managed service designed to secure sensitive information (keys, certificates and./or secrets), AND to use Azure AD to authenticate access requests in conjunction with EITHER access policies or Role Based Access Control (RBAC). A key vault has to be created to be used for these purposes, it does not exist by default. You can read more about it here: docs.microsoft.com/en-us/azure/key-vault/general/overview
