Once GD (Goods declaration), submitted by the exporter, is approved by the agent then BL is issued. An original copy of BL is sent to the importer via courier and importer give this to the customs officer for clearance of the shipment.

@@Elsewiselearn_withmeer Bl is issued by shipping line , and HBL is issued by agent or freight forwarder , BL is a doc which state the receipt of the goods by freight forwarder company and , MBL is a doc which acknowledge the receipt of goods by shipping line.
