That depends on the specific regulation or directive - and which module applies. It is often allowed to "self assess" but that in turn requires testing as you must demonstrate compliance with harmonised standards You cannot just "decide" that a product is compliant. This must be documented In practice, this means that you either have your own lab, and trained staff, or you go to a third party testing company
