Isn't making more offices political appointees (one of the items in Pro. 2025) constitute in an increase, not a decrease, in the manifestation of democracy? It's almost certainly a significant hit to efficiency, but so is a move from dictatorship to democracy. If we consider the theory that bureaucracies become corrupt in so far as their circling the wagons around their own survival and the material comfort of their personnel (see the phenomenon of making sure all monies are spent even if all goals have been met so that budgets aren't reduced from their parent organization of the legislature, being a corrupt move), then this phenomenon, though in a narrowly defined way, represents an entrenchment of power in so far as they will be poised to do what they can, by the release of official information, or the policing of elections, or the favoring of entities, all in the direction of supporting those politicians or parties that will ensure their survival. I'll look into the rest of it, but it seems polemically reflexive, or protective of the assumed beuarocratic leaning toward the left (thereby showing your hand) to be against this part of it.
