What is ESOS? - Energy Savings Opportunities Regulations explained for Phase 3 in 2022 & 2023

Who would have thought when we were heading for the compliance period for Phase 1 we'd still be doing it for Phase 3? Personally I find ISO 50001 as the most pragmatic and flexible ESOS compliance method and this delivers savings via continual improvement, rather than do an assessment every 4 years and file away. ISO 50001 has had it's quirks such as outsourced data centres having to be included, but I've supported clients certify nearly 100 sites in the UK plus (outside of ESOS) Brussels, Germany, USA, Brazil, Singapore, Hong Kong, India and Australia, and despite the first version of the standard being an odd read (I was told it was a rush job due to a potential energy shortage caused by the Fukojima disaster), it's probably my favourite standard to work with, which has included some strange and quirky real estate assets. It will be interesting if the Government drop DECs as a compliance method, as they have hinted, as there are some public sector organisations I work with fall into ESOS due to private sector funding, particularly in the University sector.

Yes - ESOS has been going strong as it heads for Phase 3. I, fully agree, that ISO 50001:2018 is a better route to ESOS compliance. Indeed, it forms one of my ESOS recommendations in every ESOS Energy Audit and Assessment that I have conducted. However, there are many organisations for whom the achievement of accredited-ISO 50001:2018 certification is more costly than a four-yearly ESOS Energy Audit and is ruled out as not being cost efficient. Interesting to look to the future of ESOS, especially removing DECs as a route to compliance and NetZero aspirations - Only time will tell!
