Can private 5G be used for specific apps inside a cell phone or it is device bound ?

it is connection bound i.e. your device may have multiple SIMs and the one which is supported by the Private 5G will connect to it but not the other one. Effectively, it is just another network but owned by a private entity (mostly an Industry player) and only those devices which are allowed by the entity gets access to it.
