This project happened when people started to realize that Satellites did not exist.. well not in space anyways. If there were Satellites, there would not be any areas where there is no Cellular service. Ever notice how when you're driving through the mountains Cell phone act kinda like the radio? The signal comes in and fades out? That's because they work off antennas no such thing as Satellites orbiting.
