What is the Countryside Code?

Was walking my dog (on his lead) around Goodnestone Park (Kent) estate this morning and was not at all surprised by the number of ignorant people letting their dogs wander off the leads, taking absolutely no notice of the countryside code. The "townies" were certainly out in force today!! It would serve them right if the dogs were shot by gamekeepers who are looking after their livelihood. The worst offenders were four women with four dogs of different sizes running 200 yards ahead of them with not a lead in sight!! Their answer to my question about the dogs not being under control was that they never misbehave - that is until the first time!! Then the result could be a dead sheep or dead game birds.
