If the visa officer critics the investment, the business, or the applicant's business qualifications and does not allow the applicant to respond or is not interested in the applicant's answer. This likely means the visa officer has already made up his or her mind regardless of the applicant's explanation. If the visa officer asks detailed questions about the business model, development plan, investment spending details, etc. and the applicant is unable to answer clearly and confidently. If the visa officer makes accusations about misconduct such as prior visa violations, visa overstay, unauthorized activities during prior stays, criminal record, etc., and does not care to hear the applicant's response.

The US Embassy usually takes approximately 1 to 3 months to make E-2 visa decision in most cases in my experience, depending on how busy they are at the time you apply. Currently, the US Embassies worldwide are temporarily closed for visa services due to the Covid pandemic, until further notice. Therefore, the visa processing time will be delayed as a result.
