I thought it was (1) make an observation, (2) propose a hypothesis based on the observation and what you propose as an explanation for what you observed, (3) test the hypothesis by some controlled experiment that logically will show your hypothesis is true or false, and (4) record and report the findings truthfully - using statistical methods to show the likelihood of the truth of what you report.
