I think there is a mistake here in the ZYNQ Architecture slide. PS is stand for Processing System and the CPU cores there is hard core, not soft core as said in the slide. Take a look: www.ioe.nchu.edu.tw/Pic/CourseItem/4468_20_Zynq_Architecture.pdf

+Cong-Thanh TRAN you mean the slide at 21:24? Sure, both cores are hard cores, but on the slide it is not mentioned that these are soft cores. Or do you mean another slide?
