Just curious. Did that circuit not have an existing ground? Also I understand why one would use a double pole breaker for fill space purposes however using a single breaker would have been a better option for future applications. Or at the least remove the handle tie.

I prefer the way you stated. I would never put a 120V circuit on a double pole breaker. He should've put two single pole breakers, with one as a spare.
