Im pretty sure it speaks on V because Padre is the first Fixer V gets a comfy relationship with thanks to their relationship with Jackie(I swear we get a minor scene of being introduced to him in the Prologue during the bundle of cutscenes we get before starting the game fir the very first mission). Im gonna assume that, regardless of the path you take, a run-in with those thugs(or just Sam) is a universal experience. But I could just be talking outta my ass trying to find connections that arent there.

Yea padre is the fixer for the valentinos, this game’s stand in for the Mexican cartel. If you didn’t know they can be pretty brutal. 6th street’s biggest mistake was staying on valentinos turf after that interaction.

Streetkid is my favorite, only one that makes you feel connected to Night City. For my Streetkid V, Romancing Panam which eventually led to him leaving Night City, felt really impactful. This city that took everything from him, also gave him everything. Good times, hard times, family, friends, and romance. So when V leaves Night City, a piece of him remains there forever. He never became a legend, never got his blaze of glory, his death wont be remembered, but his actions in life will. Sorry for my nerd ramble.
