Most of the country it is "Festa Junina" some of the Northeast they call "Festa de Sao Joao". Festa Junina basically started as an end of harvest celebration (end of Fall and start of Winter in Brazil)

If I understand it correctly, June is not exactly a tourist season, right? Yet, it seems like streets are pretty full at night... Is Fortaleza center this lively throughout the whole year?

That is correct. June is low season. I was not in Fortaleza's center in this video, but this is what it is like pretty much all year round. Fortaleza is always hosting cultural events throughout the city. There is never a dull moment; one just has to look. Would you believe that a lot of people, both locals and foreigners, say there is nothing to do in Fortaleza?
