It *is* concerning that these detectives do not know the common laws, especially since the public are expected to. Ignorance is not an excuse. Far _more_ concerning, however, is that these detectives are attempting to stop a member of the public in a public place engaged in legal activity, frankly due to the detectives ignorance and arrogance. If the detectives do not know the law, they absolutely should not attempt to enforce it.
