Yk that you can do 19 pity on shiny then use a legendary and have a 50% chance to get a shiny? Or use a specialized arrow to get 70% shiny (Note this does not change the % for legendary, it only increases for shiny) It worked for me (I got d13 skin and sc skin with specialized arrow)

I think ur not understand the concept, legendary arrow give u legendary stand (kq, kc, ge, tw, sp, etc) and shiny can give u no skin stand or skin of any stand.
