I think you need put very becoz you need to show the severity of the congestion and I think in this scenario you cannot put capital letter at the front of every sentence but you must follow the other pointers like they have given so if they put the capital letter at the front then you must start with capital letter like the pointer ‘good public transport’ it starts with a non capital letter so you cannot start with capital letter
