what unglued cards could be legal?

@Mischievous_Moth same lol, I was like 7 or 8 when I first started getting into magic, the summer camp I went to didn't really have a format or banlist, so there were un cards everywhere, I was heartbroken a year or two later finding out they couldn't just be played outside of a kitchen table setting

Indeed, many playable cards in unglued. Talking about Unglued cards that could be legal; and not mentioning Fowl Play? So many blue aura/enchant creature cards has been made on the same gimic/theme that its practically straight up a normal card. 2U - Enchant Creature - Enchanted creature loses all abilities and is a 1/1 creature that counts as a Chicken.

Your understanding of Bureaucracy was wrong. when played, the first player does a simple action (Pats top of head). and continues with their turn. The next playing adds an action ( Pats their head, pulls ear), and the third continues (pats had, pulls ear, says egg) until someone makes a mistake, and that player discards their entire hand.
