Misha should have said the reason the accent had no geological location from it is because its from the empty which wouldn't be related to anything on earth therefore he made a new accent specially for that person

Why don't you look for the original scene on KZbin? It's really worth to watch. I'm Italian, but I don't like to watch dubbed episodes because I feel like a lot of meaning and subtext get lost. And more importantly you don't get the chance to appreciate the cast's amazing acting skills.
