Jason Romero Red Skull rewrote reality with the cosmic cube and turned Captain America into a brain washed undercover Hydra sleeper agent. It was revealed in a few issues of the comics before Civil War II (forget the continuity name but same universe as Civil War II) where it was then revealed that he also manipulated Ulysses’s (I think that’s the name of the new inhuman was the power to see multiple or a single possibility to different events such as an impending attack from Thanos which led to the brutal death of War Machine and She-Hulk) vision of Miles Morales killing Captain America on the steps of the White House or where ever further driving the wedge deeper between Tony and Carol because she wants to arrest Miles for something that has not happened yet and may not happen at all and Tony being sensible and saying that it’s not right to arrest someone who has not committed the crime yet and may not do it at all. Which split the heroes into 2 groups, 1 that agreed with Carol and the other who agree with Tony
