Important line that gets missed, "From rock bottom", he ain't calling bikini bottom 'rock bottom', he's reminding everyone where he's really from. Rock Bottom is the town in the deep sea episode, where everything was literally just harder and 'more gangster'. Fanum is a streamer who's friends with Kai Cenat, another big streamer and whenever Kai is streaming and someone in his room has food, Fanum will be watching the stream from downstairs and come up and tax their food. They always call it the Fanum Tax

The fanum tax bar is actually really good because he is a streamer of some decent renown. He lives in a house with other members of his stream team called AMP. Fanum would impose the "Fanum Tax" where when other people in the streaming house were eating, he would go and get some. Even when they tried to block the door fanum would come collecting tax.
