@Mario Fire That is really rare! Usually, the Rooms entities are supposed to spawn at or past their Room number (hence their names). A-60 spawns at or past room A-60, A-90 spawns at or past room A-90, and A-120 spawns at or past room A-120. I have had him spawn a fair amount of times before room A-90, usually in a joint attack with A-60. I have had A-60 spawn in the 30s, and I think that's even rarer. KZbinr Thinknoodles has had A-90 spawn in room A-0000. I think that was in a video where he was testing to see if he could bring the herb of veridis in (it didn't work 😔, would've made Rooms so much easier!)... Consider yourself lucky.
