Probably stolen bikes. Some of them are obviously pieces of the public Parisian biking system called Velib. You have to pay a monthly or daily fee to use it. These ones was probably never gotten back from the station.

If only there was some sort of contraption designed to lift objects of considerable mass. Perhaps it could be called a "Crane". Or, and this is probably more likely, they simply lifted them out. A bicycle weighs less than 30lbs. The mopeds pictured are cheap, shitty death-traps designed for 16-17 year olds to ride until they get a car. They only weigh 150-200lbs. Two men could easier carry one.

The vehicles depicted weren't motorcycles, they are mopeds. A moped is a piece of shit intended to be a cheaply-produced cash-cow. 16-17 year olds can ride them prior to getting a car. They last 2 years at best. Chances are those mopeds were stolen, joy-ridden then dumped as they are virtually worthless. Either that or someone realised that riding a moped makes one look like a twat and do discarded them.

They are defined as a different vehicle and are subject to different road traffic laws due to the fact that the vast majority use 50cc and 125cc engines and the riders are usually 16-17 year olds who are riding them because they haven't got a car yet.
