I used to have this opinion as well, but then I found out that if you are too cooperative even while innocent, that can actually go against you as well, police seem to be given incentive to arrest a certain amount of people, I do agree that violently resisting is always stupid, the only appropriate form of resistance is to know your rights.

Also best thing to do is just act normal like they are people to. Lastly they only have quotas if they are state troopers usually sometimes local police but I don't wanna dai it's political but in blue states seems to be the trend and they only do this because people thought they didn't do enough so it became the standard for so many places to just have these quotas
