Hitscans have always been meta in solo q to be honest. It's way easier to have good aim and decent positioning than to coordinate a dive or a rush, managing cds and rotations with random teammates out of vc. In a team environment hitscans are way less stronger tho. I really dislike to play against and with hitscans as they make the game stale imo because there is no teamplay and they tend to be low risk high reward characters. I've been playing ow at high rank for a while and legit 7-8 games out of 10 there is 4 hitscans, it feels like I'm playing Valorant most of the time

increased hitbox size and his recoil control goes hard, watch the tiny movements he does for it. Soldiers recoil is simple to get down but hard to get consistent unless you have experience with other FPS games w/ similar recoil or put in a lotta hours w/ him. I can 60-70% ish of the time get the same recoil that kenzo showed, but thats about it unfortunately.
