It's not a solid number, various forces work to the disadvantage / advantage of armored warfare. Moisture, terain, even the manufacturing date. So, your incredulity is supportable, and the best case, or perhaps average depth of penetration is also supportable. Besides these good people conduct exhaustive research, and I would be the voice of defamation if I saw otherwise
