Most of the time they aren't even aware a warrant is out for them. A person can get a warrant for missing jury duty or for simply being wanted as a witness to a crime. The guy from Catch a Predator has had a warrant on him for simply being a witness. A warrant is usually the result of a judge really wanting to talk to a person face to face. These people probably have thought their crime was forgotten and then all of a sudden a witness mentions their name and a warrant happens because a judge wants answers. All it takes is a witness to say a person was around a crime enough that a judge thinks they have valuable information that can result in a resolution to a criminal case. It's the next step after being detained, but it doesn't mean a person is automatically guilty. A person has to go through an entire process to be labeled as guilty of something. Some states won't extradite a person with a warrant unless the warrant is felony related. A person can live their life with a warrant for a long time before getting arrested for it. A warrant doesn't show up on background checks involving employment. The only time a warrant shows up is if an officer is actively looking to see if an individual has a warrant. Not every interaction with an officer results in the officer looking for a warrant. With all that being said I can fully understand how people with warrants get surprised with a warrant.

That morning, the court then issues a warrant due to the PO's advise, it's the "misdemeanor bail jumping" he was still charged with it at the end. The cops didn't add that charge. Half the time courts will even just release you on the same bond the first time you fail to show. That was all on him and he deserves no mercy now.
