Unless atleast 130 countries recognise the Interim Government & let it join the UN (which, I mean, they probably should as they're friendlier & more democratic (sorry Kosovo & Taiwan)), I don't think there'll be a flag emoji update. Even if there is one & all the companies somehow do it simultaneously, it could take hours if not days for the users to actually receive that update

Thing is, with Syria the US/EU/UN are likely to be open to working with the new Syrian government AND Russia is also interested in maintaining good relations with the new Syrian government to maintain it's bases there. So neither block is likely to hold back recognition (though it may take some months for things to settle)
