"How would I ever get over there?"... just put two and two together Blitz! You are annoyed about the RECOIL of the uzi and you wondered why there are so many RELOADS... The game CLEARLY wants to tell you, that you can use the recoil to get to these places.

You're supposed to use the gun before you go above ground to make the huge jumps. Reloads help you have enough bullets to get to the top.
