Read the rules, it's not a "swap cards" card. You actually put all player's cards on a pile, shuffle them and them hand them out in even amounts.

I got into countless arguments about that "reverse back to me" stuff. This card changes the order of players taking turns but is NOT a skip. If it's a 1v1 and you play a reverse card NOTHING should happen because it doesn't matter if it's your opponents turn clockwise or counterclockwise
