It would be weaker than some of the previous generations (in this case probably 7000 series) cards. For a real life example… the GTX 1030 performs worse than the GTX 960 from the year before. Or for an AMD example… the 6700 and 6750XT in the majority of examples with only a very few exceptions… outperforms the 7600 that came out a year or so later.
