I have always been curious about that too. In the lore (as far as I have been able to research), it/he is known as "The Shaper" so there's that. But I think it is deliberately left to mistery and I kind of like that !

While I like that they left The Shaper of the skaven ambiguous, my personal headcanon for WHFB is that it's another chaos god of some varying degree, one that stands apart. They operate in the same way they fashioned Skaven: Move below the surface, downplay the existence when it's convenient and undermine the structures of power for it's own gain.
