I honestly don't think Masons disappearance has anything to do with Menendez directly. Based on what happens in Phyrric Victory in Black Ops 2 (July, 86), Mason runs into Menendez but I don't think he knows him at this point. Sure, we cannot see Masons facial expressions, but based on what he says and does. I think Masons proper introduction to Menendez happens before they launch the Time and Fate mission, which happens two months later, as that's the first time Menendez is mentioned by name in 1986 if I remember correctly. Where he actually were between 1981 and 1986 I have no good guess, it could be retirement but it could also be something we'll get to know down the line of Cold War.

A lot of people are saying that Mason learned about what happened to Bell and he was angry because it was the same thing that happened to him. I think that may be a very possible theory because in the scene where Adler was going to inject a serum in Bell's eyes Mason nor Woods was there while the rest of the team was. I think that Mason then learned about this and he became angry because he may have thought that they kept the survivor from the hangar to save him and gather intel from him because he was part of Perseus. Now, some people may say that Mason already knew about Bell but the fact he was wearing a mask the whole game could have been a mistake. This kinda sounds like a stretch but I don't have enough intel because I haven't played Cold War yet but I have played the previous ones.
