What if there were multiple people being experimented on with MK ultra and case and bell just happened to be among them and case just happened to be the primary or most suitable super soldier from that group. He just so happened to be named case 1 or was the first to be experiment on. Maybe the most sane one to be let off the leash a little and let back into the CIA while bell had to be on a tight leash and the first to really be tested in the field with Adler after the incident in the lab. Fast forward past the cold war story, bell is kill, MK ultra evolves into this new chemical and it has different side effects with case because he was already experimented on with an earlier version of it. Now case has gone rogue and is doing his own thing in the CIA.
