I'd say anything requiring land, one should look at Metro Manila. Let's play with some numbers, shall we?... 😃 ...New York metropolitan area (Tri-State) - pop 21 million w/ a density of 5,300/sq. mi...Metro Manila - 26 million, density 55,000/sq. mi...Metro Cebu - 3.2 million, density 7,700/sq. mi...Normally one would look at the density level as a marker of how expensive the real estate would be. Buuuut...Metro Manila has land. Angeles, Olangapo, and Subic Bay have even more land. Meanwhile, Cebu is already finding itself hemmed in by the hills. It reminds me a lot of Oakland, backed up against the hills, and climbing up into them with some difficulty...For an office operation it's probably a pick'em. But if you need space, or need to make something, Subic or Angeles would probably be your best bet...BTW, those figures all 2020 census, respective of country, as reported on Wikipedia...

@@JohnSmuloTV I just had a response from someone who deals with this there in the Philippines telling me otherwise... It's such a confusing topic... My understanding seems to be that if I am paying taxes in North America and freelance (to students outside the Philippines in a different country)for a short time while being a tourist I am not officially working in the Philippines.

I would recommend talking to an attorney for a short consult or my friends who own cgconsulting.ph and let them know I referred you. See for example visaguide.world/asia/philippines-visa/, which says of the tourist visa "Any other short-term purpose which does not require the holder to work".
